Certification of Construction (Electrical Installations to BS7671)
Scottish Building Standards legislation, allows for the appointment of Approved Certifiers of Design and Approved Certifiers of Construction. Qualified electricians can become Certifiers and have the authority to certify work for building warrant purposes.
Only a Scheme Provider approved by the SBSA can assess and appoint Certifiers. SELECT was the first Scheme Provider for the Certification of Construction (Electrical Installations to BS 7671) Scheme and is able to register both Approved Bodies and Approved Certifiers of Construction. NICEIC Group Ltd is the only other Scheme Provider in Scotland.
A building owner may employ Approved Certifiers to ensure work meets building regulations. The status of “Approved Certifier of Construction” is only given to people who hold appropriate qualifications and have sufficient experience to certify that an installation is compliant.
Using an Approved Certifier is an option open to an owner or developer carrying out work that requires a building warrant. The work done must comply with the building warrant and building regulations. A Certificate of Construction provides assurance that the work as constructed does comply.
Approved Certifiers are members of a scheme approved by Scottish Ministers.
Certified electrical installations do not require an inspection by the local authority and a valid certificate attracts a discount on the warrant fee.
The intention is that certification will raise standards and improve public safety
